This thing around her neck is Ka, the snake from Jungle Book. Belle LOVES snakes... much to her Daddy-with-a-phobia-of-snakes' chagrin.
Belle asked what snakes ate. We told her honestly. So she finds one of the cats' toy mice, puts it on one of her toy plates and presents it to Ka. My daughter is twisted. :)
